Retune LL and DD HNL Lines

Retune the LL and DD HNL lines to bring the bandwidth (BW) back to reasonable levels with minimal loss of signal. At the same time, add LL lines for single-flavour-coupled HNLs (e.g N -> mu (N -> mu pi)), recovering the HLT2 lines previously in Run 2 (DD lines should also be added, but we leave this for after the downstream reconstruction issues at HLT2 are resolved)

Running the QEE BW test over 100,000 HLT1-filtered events, we find a BW reduction of:

Turbo BW: -102.5 MB/s (change of ~ -87.% for the HNL LL and DD lines)

After this, expect only 1 HNL line (Hlt2QEE_BpToMajoE_MajoToEE_LL_TightDecision)to be in the top 20 BW QEE turbo lines, and at about ~17th-ish
