Draft: QMT to Pytest migration in Moore/Hlt/RecoConf
This is the MR from the series of Moore migration and ports all tests in Moore/Hlt/RecoConfig from QMTest to Pytest.
The tests are now based on LHCbExeTest class. The exclusive preprocessors for Moore were added in MooreTesting/preprocessors.py.
For the context this MR follows successful migration in LHCb!4773 (merged), and ongoing in Rec!4283, Allen!1905 (merged) and !4530.
Requires Rec!4283 (RecTesting.preprocessors lines) which in turn requires gaudi/Gaudi!1703 (merged)
