New Ks lines in SMOG2

Add new Ks lines in SMOG2, to verify tracking efficiency:

  • SpruceIFT_SMOG2DisplacedPiRaw: unbiased line, triggering on a displaced pion and only running on MB lines, to be able to rerun reco offline for unbiased track reconstruction studies
  • SpruceIFT_SMOG2KsPi{m,p}Pi{Ups,Down}Long{Matched}Decision: prescaled lines triggering on Ks, to study DownLong and UpstreamLong methods for tracking efficiencies. Tracks come from Best containers.

Rates tested offline, found to be 4.9Mb/s. In order to reduce them further, we exclude Hlt1PassthroughPVinSMOG2Decision from the unbiased line and we increase the prescale of the exclusive lines -> 0.05 to 0.03. This should bring it well below 4 Mb/s.
