B2OC: remove the BuToDspPi0Merged_DspToHHH and BuToDspPi0Resolved_DspToHHH

Comment out the following two lines in spruce_b2oc.py:

• SpruceB2OC_BuToDspPi0Merged_DspToHHH
• SpruceB2OC_BuToDspPi0Resolved_DspToHHH

The reason for this change is discussed in detail in Issue #938 (closed).
