B2CC: General cuts on JpsiToEE lines

This MR add general cuts to the JpsiToEE lines and will target to !4287 (merged)

• Use default PID_E>2 now for all JpsiToEE
• Add ipchi2_e>9 for detached lines
• remove wrong sign of the prompt lines
• Set prescale=0.01 for JpsiEEPhi and JpsiEEKstar prompt line
