Updating default HLT1 sequence for tests in Hlt1Conf and Hlt2Conf

Currently hlt1_pp_forward_then_matching_1000KHz is used in set of Hlt1Conf and Hlt2Conf tests, however this sequence is not corresponding to the nominal HLT1 sequence. Tests are updated to use hlt1_pp_2025 which should be the nominal sequence for 2025 module specific HLT1 bandwidth tuning.
