RICH Reco - Add support for 4D (UII) reconstruction

  • Adds the various flags needed to enable 4D reconstruction with the RICH
  • Adds a new module rich_reconstruction_mc_cheat that contains a number of 'MC cheating' options needed to support the 4D reconstruction studies.
  • Adds miscellaneous fixes here and there to the MC support (e.g. support for spillover MC hit unpacking).
