Ghost probability (related) updates for 2025

Changes

• configure newly trained ghost prob models for Long, Downstream, Upstream trained with latest reco (config, incl. further mentioned ones) and MC with more realistic UT settings (for oct 2024 data, sort of lower limit for 2025)
• set allowed min UT hits to 2 for Long track UT hit PR
• make outlier removal for UT hits configurable via bind, but in the end set to current default
• tighten global ghost prob cut from 0.7 to 0.65 (see also talk)
