[RTADPA BW Tests] Add step to BW test to generate spruce-full configuration

In !4810 (merged), the streaming for spruce-full was updated to be like turbospruce. To do so, an extra dummy step is run after HLT2 before sprucing to generate the configuration file. This MR:

  • Adds the step so that BW tests reflect production streaming configurations
  • Modifies the corresponding bar chart (similar to what was done here) for readability

We would expect an increase to the bandwidth from these changes. A ci-test reports for the full stream

Total rate = 16.89 kHz - change of 1.17 kHz (7.47%) vs. reference. Total bandwidth = 1.05 GB/s - change of 0.09 GB/s (9.04%) vs. reference.
