Add bandwidth monitoring algorithm to HLT2
Add configuration for new algorithm to monitor HLT2 bandwidth (BandwidthMonitor). Currently it is configured to run per stream.
Prescale = 0.2 was applied to avoid lowering HLT2 throughput.
Requires LHCb!5078 (merged).
