Change TES path for IOVLock of DD4hep

sponce_dd4hep into master

So that it does not clash with the DetDesc one and thus one can use both concurrently

Goes along with LHCb!2589 (merged), Lbcom!481 (merged), Rec!2070 (merged), Brunel!1019 (merged), Boole!291 (merged) and Alignment!133 (merged)
