Draft: Add option file to tuple lumisummary-like information from RawBanks

This MR adds a option file to run the Rec/RecAlgs/src/RawBanksLumiSummaryTuple.cpp algorith added in Rec!4428 (

To be done:

• Right now, running on master is not working. The error RawEvent_HltLumiSummary ERROR UnpackRawEvent_HltLumiSummary : Cannot retrieve '/Event/DAQ/RawEvent' from transient store. is returned. Could be related with recent changes in LHCb? Moore/Hlt/Hlt2Conf/options/lumisummary_nobiasstream_tupling_lead2024.py fails with the same error.
