Draft: Prototype for running downstream tracking over leftover tracks and hits

Prototype for running downstream tracking over leftover tracks and hits. Uses the decloned seed tracks (decloned with respect to long and downstream tracks), and does not use hits which were used on fitted long, up- and downstream tracks.
