Change DIRA cut from -1 to None in RD dimuon builder

The RD dimuon builder uses -1 as a default cut. This can have unintended consequences if there are rounding errors and it is also less efficient than using None.

I ran tests with turbo and full stream lines, and the diff files show no changes at all between this branch and rd-devel-aug25.
