New 2025 Charm changes for October MD

This MR is meant to collect new HLT2 charm changes before October MD

All the additions need to be tested locally, including the impact on the bandwidth and rate: previous and new rates and bandwidths, respectively.

Do not rebase or force-push to this branch without the consent of the liaisons @yingl @aanelli and @cacochat, since this might lead to losses on the changes
