Draft: Add upstream based forward tracking to baseline reco

As discussed in !4933 the forward tracking using upstream track instead of velo track to build forward tracks might reduce significantly the ghost rate in high multiplicity PbPb collision.

This draft is to test this assumption compared to the baseline. If improvements are found implementation in the existing code can certainly be improved
