Replace wrong cuts in standard TT builder with the new T-Track DOCA functor

This MR removes several wrong cuts from the T-Track standard builder (_make_V0TT) since those don't account for track bending in the magnetic field. The removed cuts are:

  • F.MAXSDOCACUT
  • F.MAXSDOCACHI2CUT

Instead, a new cut NONLINEAR_DOCA is proposed. The MC distributions for the NONLINEAR_DOCA can be found here.

Also, since the new functor requires having the tools it depends on in the public_tools list in the top configure call, the run_moore function is adapted accordingly. (See LHCb#406)

Additionally, since the selection is modified anyway, other cuts were tuned as well in order to maximise efficiency for a given BW.
