loosen phi mass window and soften lepton pT range to extend physics reach

This MR is triggered by the dielectron mass being cut off in Ds2PhiPi. https://indico.cern.ch/event/1516422/contributions/6683032/attachments/3142583/5578124/LHCbWeek_Beijing_Felicia_DP2EE.pdf Since this is an important control mode for soft electrons, it needs fixing. However, also the lepton pT cuts are a bit tight - physics can be gained and calibration at lower pT's may also be useful.
