Draft: Enable DetDesc usage alongside DD4hep

DetDesc is still required for Run3 simulation and to be able to decommission the +detdesc platforms we need to be able to use one build of Moore for both DD4hep and DetDesc, similar to what is done in Gauss.

  • add dependency on Run2Support (required to access DetDesc components in DD4hep builds)

Requires Run2Support!88 and, indirectly, gaudi/Gaudi!1858 (merged)
