Stop PyConf testing truthiness of properties

Olli Lupton requested to merge olupton_stop_pyconf_converting_properties_to_bool into master

Rec!2238 (merged) ran into the problem that a heuristic inside PyConf triggers a boolean conversion of properties, which is being disabled for ThOr functors.

This MR applies @apearce's suggestion to tweak that heuristic.
