Follow migration of ChargedProtoANNPIDAlg the algorithm to the tool ChargedProtoParticleAddANNPIDInfo in order to no longer modify existing ProtoParticles on the TES -- see #179 (closed)

Must be applied in conjunction with Rec!2247 (merged)
