Adding Sprucing to Moore.

Its becoming urgent to merge this branch with master. However with !716 (merged) we should be able manage Sprucing lines much better. With this we can

  • Sprucing will need to persist flavor tags containers

Missing functionality

  • Working unit tests for running HLT2->Sprucing->dst check using reco from file
  • Working unit tests for running HLT2->Sprucing->dst check using real time reco
  • MC matching
  • PID tupletools
  • Implement Sprucing reports with unit tests checking sprucing and HLT2 reports
  • HLT2 prefilter for sprucing lines
