Velo cluster monitoring - minimal w/ QMTest
This MR aims at adding monitoring and performance checks for Velo clusters.
It includes QMTest and corresponding reference file.
It is a "minimal version" of MR !728 (merged), including only baseline clustering.
This MR depends on LHCb!2918 (merged) and Rec!2337 (merged)
