Moore_RateTest rewrite

Rosen Matev requested to merge rmatev-ratetest2 into 2018-patches
  • New ntuple formats and content:
    • Hlt1 tuple is filled before Hlt2 runs (in split mode)
    • Add L0 ntuple
    • Hlt1 and Hlt2 ntuples filled only on global decision
  • Output streaming and histograms on by default
  • Add a DecReportsSummary.py script that fills tuples with identical format using HLT-processed or stripped data.
