Ready `qee_upgrade` for a merge to master

As titled. I've fixed the rate test issue (at least for me locally), which seems to have been to do with the EWDiMuon lines making their muons outside of the trigger line definitions - I moved them inside like SingleHighPtMuon and I get passing tests.

I've made this MR so that we have an opportunity for internal review/discussion/additions before we make an MR to master.
