Add new QEE HLT2 lines to master

This MR adds the following features. More information on each is available on the original MRs to the qee_upgrade branch, which are indicated.

• Turns the Hlt2LowPtSingleJetLine into a Di-SV-tagged b-jet line. Adds a new options file for this to run over. (!599 (merged))
• Adds new HLT2 lines for Z \to \mu\mu, with opposite and same-sign muons. (!598 (merged))
• Turns the Hlt2SingleHighPtMuonLine into 3 lines, with varying prescales and isolation requirements in order to cut lower in muon p_T. (!582 (merged))
