Don't set HltConf().EnableOutputStreaming when configuring output.

Roel Aaij requested to merge raaij-FixOutputStreamingConfig into 2016-patches

The property is obsolete in HltConf and HltOutputConf is configured directly anyway. Setting the property of HltConf when configuring the output lead to failure when running from TCK as a result of the instantiation of HltConf.
