B2OC: Convert rest of b_builder and enable most B2OC lines

  1. Convert 3/4 body builders in b_builder.py.
  2. Fix decay descriptors and input particles accordingly in line builders.
  3. Enable all B2OC Hlt2/Sprucing lines except those with neutrals.
