Update README to reflect recent changes

As titled. No testing should be necessary other than the automatic pipeline.

HltEfficiencyChecker documentation is kept up to date in the Moore online docs, so instead of putting any instructions in the readme which could go out of date (as was demonstrated here!) we just point people to that page.
