Add a large minimum bias options file (~500k events) for measurements of low-rate QEE processess

As titled, also added "by-hand" QEE rate options file for easy line-tweaking using the with..bind syntax. To use the big minbias file on the QEE lines do:

MooreAnalysis/run gaudirun.py MooreAnalysis/HltEfficiencyChecker/options/hlt2_big_minbias.py MooreAnalysis/HltEfficiencyChecker/options/hlt2_qee_rate_example.py

This could probably also be cherry-picked to master.
