HLT1 TCKs for after TS

The following HLT1 TCKs are needed for physics data taking and tests after the June TS:

• TCK with thresholds used before the TS for physics data taking at mu=3 but using the new stack, to test the new stack with a validated configuration and working point (mu=3). Thresholds are: https://gitlab.cern.ch/lhcb/Allen/-/blob/2024-patches/configuration/python/AllenConf/thresholds/no_ut_tuned_1000KHz.py
• TCK using mu=4 800 kHz HLT1 thresholds added in Allen!1677 (merged)# This is the default physics configuration as approved by PPG+OPG.
• TCK using mu=4 1000 kHz HLT1 thresholds added in Allen!1677 (merged)# This is the improved physics configuration to be used when affordable (HLT2 throughput improvements or HLT1 output decrease due to ghost rejection) as approved by PPG+OPG.
• TCK using MagOff sequence added in Allen!1673 (merged)
• TCK using UT sequence for a dry test

These TCKs should include the following fixes (if not included in the release being used):

• GEC at 17k Scifi clusters: Allen!1680 (merged)
• Filtering of lines for Velo closing speed-up: Allen!1657 (merged) 🔴 ⚠ the commit activating the option in HLT1.py should be included manually for now in the local stack as it does not pass the Allen-in-Moore ci tests: Allen@db397789
