Draft: Prepare RecoMon with UT

This is to prepare RecoMon to use the UT in the reco sequence. Goes together with Moore!3245 (merged) I suggest to not undraft and merge before the UT is in a state that it can be included. (but have these branches ready to have a parallel instance to test)
