Draft: A hotfix to the problem of condition resetting in RecoMon

Following the code of MooreOnlineConf/options/beamspot.py and https://gitlab.cern.ch/lhcb/Panoptes/-/blob/master/Rich/Panoptes/options/RichRefIndexCalib-Online.py?ref_type=heads#L63. This MR uses IOVPaths instead of IOReset in Recomon. This may temporarily fix the issue #96 and Moore#914 (closed)

The MR has been tested locally. Tests in the production environment with run changes might be desired.
