Synchronize master branch with 2025-patches

Includes:

• update the hlt type of some qmtests to use VeloSP Alg (!597 (merged))
• testbench.py: Add handling of PANOPTESROOT env var for usage downstream in Panoptes (!593 (merged))
• add VELO right half alignemnt job options (!594 (merged))
