Allow applications in other projects to inherit from OnlineApplication

Development of an OnlineApplication - called AllenApplication that takes care of integration of Allen with ECS is in progress in Allen!289 (closed). To allow AllenApplication to inherit from OnlineApplication, it and several other classes have been moved to the linker library in Online/GaudiOnline`.

Allen depends on Online.
