Draft: Use passes_rb filtering
I decided to revert the previous merged attempt to use passes_rb due to all the issues it was causing with unstable histogram stats (WallTime related) in the ci tests etc.
This MR attempts to add back the changes, but this time please can you look in to addressing these stability issues.
