Draft: Add option to use RichPIDs to determine best PID to use in rec-exp CK theta resolution plots

Currently only used in data monitoring and MC checking plots, but the n-1 calibration and alignment tests disable this option by default.

Refractive index task, n-1, will likely disable it for the foreseeable future until the reasons for the issues seen when briefly enabling it for data taking are understood. The potential use of this option in the mirror alignment is being studied by @amarshal .
