Note this MR just allows Panoramix to build. I have not addressed any runtime options or references to the RICH in the various menus. I will leave that part to others.

Also note I had to pull in the updates in !10 (merged) and !11 (merged). It would be good if in general MRs are not left too long before getting merged.
