Tagger-specific configurations moved to separate *SS/OS**Type*TaggerConf.py files from which pre-configured tools can be imported. The former tunings dictionary was moved into ClassicTunings.py and its values are reapplied to the restructured TaggerTools.

Stripping21 is used as the default (and so far only available) tuning.
