Set covariance matrix in SVTagger for proper ipchi2 calculation

Fixed bug in LoKiSVTag.cpp and HltJetBuilder.cpp to take into account covariance matrix of jet origin vertex for proper calculation of the IPCHI2 of daughter particles in the jet.
