Add correct tuning for OSKaon. Flip tagdec for OSe and OSmu

Two bugs were found and fixed:

  1. The OS electron and muon tag decision was flipped. Now, after the fix, the decision is opposite to the lepton charge. This bug explains why we saw a flipped omega-eta curve (negative slope) on the new Bs->Dspi 2016 data tuple (from EPM)

  2. The Os electron tuning was assigned by mistake to the OSKaon. This explains why we saw a very low tagging efficiency on Bs->Dspi 2016 data tuple (from EPM)

I leave it as a WIP in case new bugs will be found. If you agree, I would wait for the green light on the SSKaonDev to reproduce all in one step directly.
