Fix syntax error

A syntax error in the Preambulo of the TisTosSelection algorithm prevents it from being used.

This MR should be cherry-picked into 2016-patches and 2017-patches.

We have "many" QMTests but we are not doing well with proper unit test coverage, yes. That's a lesson to learn in the development of upgrade code for sure. At least for new classes, configurables, etc. we should try and have unit tests tagging along.

I think I will retag Phys v21r8 of the new stack on the 2016-patches branch to incorporate this fix. Seems best thing to do. Tomorrow ...
