Add restore calo reco chain

Add RestoreCaloRecoChain to 2016-patches branch where it was missing.

Had to comment few lines with respect to the update committed to 2017- and 2018-patches because of missing Rec!208 (merged) that was merged in master but not propagated to 2016-patches. Is it possible to add lhcb/Rec/merge_requests/208 to 2016-patches (as the corresponding changes was initially requested by Hang Qundong for 2016 data) ?
