Remove RestoreCaloRecoChain

Patrick Koppenburg requested to merge pkoppenb-RemoveL0-RestoreCaloRecoChain into master

RestoreCaloRecoChain does not compile after the removal of L0 LHCb!2735 (merged). It also relies on SPD and PRS information. Given it's stripping-related (LHCb!2735 (merged)) I suggest to remove it. Otherwise please fix.

This builds in lhcb-run3-cleanup
