Update DaVinciKernel, PhysConf, LoKiArrayFunctors, TisTosTobbing with versions from DaVinci/2013-patches

• DaVinciKernel: Backport the duplicate input locations check
• LoKiArrayFunctors: Backport DictValue.cpp, DictOfFunctors.cpp, LoKi/DictTransform.h
• PhysConf:
  • Do not force verbose printout from DataOnDemandSvc.
  • Add options to automatically apply the recalibration of the ANNPID information on demand, when running on 'Reco14' data.
  • Improvements to the MicroDST python module
• TisTosTobbing: change defaults in TisTos.cpp: switch use of TT off, set Muon TOS threshold extra low
