Fix to HltJetConf Hcal Clusterisation

This is a fix to address #21 (closed) , where changes to the HltJetConf were affects the StdParticleFlow container because they both used the same names for the Clusterization tool and cuts in HltJetConf were being propagated through. Now HltJetConf has unique names for the clusterisation tools.
