Added StdNoPIDsUpMuons (upstream muons without ID requirements) for use in the restripping campaign. The builder is a copypaste from the upstream pions. We do not apply any PID cuts in this standard combiner, but tune the RichDLLmu cut in the stripping selection.
These updates should be propagated to 2016-patches, 2018-patches, and run2-patches.
