Add ParticleMassMonitor

Carla Marin Benito requested to merge cmarinbe_ParticleMassChecker into master

Add a trivial consumer that given a container of LHCb::Particles checks their mass by filling a histogram and a StatCounter. It also fills a simple counter with the number of particles with mass within 1 sigma of the specified mean.

This is needed for Moore!845 (merged)
