MuonMeasurementProvider is not thread safe and can not work with dd4hep

MuonMeasurementProvider is needed for the kalman fit with muon hits. However, it is not thread safe and can not work with dd4hep. Should be adapted either in !2887 (merged) or an independent MR.

Needed by Moore!1567 (merged) and related to #303
