Implementing isolation in MuonChi2MatchTool and adding a fast clustering tool

Merging some work did in the past:

Isolation:

• computed within MuonChi2MatchTool with no timing degradation
• added a method to get the result and modified IMuonMatchTool accordingly

MuonClusterRec2:

• wrote the tool in a past hackathon with @mschille and @flemaitr
• negligible timing impact
• not called at the moment
